This is done in partnership with the Energy, Natural Resources, and Climate Institute (ENRC), equipping professionals with the expertise needed to drive sustainable growth and innovation.

ResourcePrime Inc serves as the parent company, guiding the pan-African strategy of the ResourcePrime brand and leading consulting operations in countries where dedicated subsidiaries are not yet established. It oversees strategic direction, capital investment, and regional partnerships, ensuring consistency in quality, sustainability, and impact across all markets.

Our subsidiaries, such as ResourcePrime DRC (registered in the Democratic Republic of the Congo) and ResourcePrime Afrique Centrale (registered in Cameroon) are local entities embedded within specific countries to implement our mission on the ground. These offices provide context-specific solutions, regulatory alignment, and client engagement, while drawing on the broader expertise, tools, and resources of ResourcePrime Inc. This structure allows us to remain agile, locally responsive, and regionally integrated.

With strong backgrounds in legal advisory, policy development, environmental and social impact assessments (ESIA), and private-sector-led energy investments, our team is uniquely positioned to navigate complex regulatory landscapes, structure innovative financing solutions, and deliver sustainable energy projects that drive economic growth and resilience in the region.

Carl Mbeng
Carl Mbeng Principal Consultant/ Managing Director
Carl is the Founder and Principal Consultant at ResourcePrime. He is a seasoned legal and policy advisor with extensive expertise in regulatory frameworks and holds globally recognized certifications in ESG reporting, Environmental and Social Impact Assessments (ESIA), and Energy Project Finance. With over a decade of experience across Francophone Sub-Saharan Africa, Carl has played a key role in structuring and negotiating complex agreements for large-scale infrastructure projects, donor-funded programs, and private sector partnerships in the energy, extractives, and water sectors. His deep understanding of policy, governance, and sustainable finance enables ResourcePrime to deliver impactful, compliant, and sustainable energy solutions across the region.
Dr. Satia Philip
Dr. Satia Philip Financial Analyst & Economic Advisor
Dr. Satia is a finance professional with extensive expertise in financial advisory, risk analysis, auditing, and corporate finance. With a Ph.D. in Finance from Jiangsu University and an MBA in Investments and Securities from the University of Wales, he has a strong academic and practical foundation in financial management, economic analysis, and investment strategy. He has held key roles in academia and industry, serving as an Assistant Finance Lecturer at ESSEC Business School in Douala and providing financial advisory services to businesses across various sectors. At ResourcePrime, Dr. Satia leads finance and economic advisory initiatives, offering strategic insights that drive sustainable and impactful investment decisions on clients' projects across the region.

Emmanuel Boujieka Infrastructure & Energy Transaction Advisor
Emmanuel is a dynamic leader in the energy industry with extensive experience spanning private sector and international development organizations. He brings a wealth of expertise in energy regulation, project development, and investment advisory across Africa. His career has covered key roles in renewable energy, oil and gas, environmental sustainability, and infrastructure financing, making him a recognized expert in driving sustainable energy solutions. With an MBA from HEC Montréal and specialized training in energy systems and climate finance, Emmanuel is adept at designing strategic initiatives, managing complex energy projects, and fostering PPPs. He is committed to using my expertise to inspire others and drive progress toward a more sustainable future.

Mr. David Kutelama Country Manager- ResourcePrime DRC
David Kutelama is a seasoned Electrical Engineering Consultant with over 40 years of experience, specializing in distribution and densification of electrical networks. David leads ResourcePrime’s operations in the DRC, building on his extensive experience in developing and supporting universal access initiatives, capacity-building programs, and the implementation of smart and prepaid metering systems. His expertise extends to network optimization, and electrification strategy development, having contributed to projects in Senegal, Cameroon, Benin, Côte d'Ivoire, and the Democratic Republic of Congo. Holding a Master of Science in Electrical Engineering from the University of Cape Town, David combines technical proficiency with strategic oversight, ensuring sustainable and efficient energy solutions.

Leony-Kelly Afor Data Analyst, Project Manager
Leony-Kelly Afor M. is Data Analyst and Project Manager at ResourcePrime, bringing over seven years of experience in project management, MEL, risk assessment, and stakeholder engagement within the energy and climate sectors. She is skilled in using agile, waterfall, and hybrid methodologies to drive efficient project execution. With an MBA in Management Information Systems and a PMP® certification, she excels in data-driven decision-making, communication management, and workflow optimization. Her expertise spans business development, quality assurance, and strategic planning, ensuring projects align with key performance indicators and deliver impactful, sustainable outcomes in complex environments.
