Across Francophone Africa, the same pattern repeats in every sector. Power generation capacity is installed but disconnected from transmission infrastructure that cannot absorb it. Refineries are planned but without the pipeline, logistics, and processing systems to function. Climate infrastructure is deployed but without the data architecture to generate insight or meet reporting obligations.

The problem is rarely what has been built. It is what has not been connected. The consequence is identical every time: capital deployed, outcomes not delivered.
